Rent to rent safety and compliance checklist

Organise gas, electrical, energy, alarm, repair and licensing evidence with named responsibilities and follow-up work.

Start with the property’s actual requirements

List the requirements for the specific property and occupation, including reasons for any genuine exemptions. Name the person arranging each check and paying for the work. Confirm those allocations with the owner, but do not treat a contract clause as a substitute for completing a statutory duty.

Review the property at launch, before occupation changes and whenever a problem is reported. A certificate from a previous configuration may not establish safety after alterations.

Keep checks, remedial work and delivery together

For relevant gas installations, arrange the required annual Gas Safe check and supply the record within the applicable times. In covered England private rented homes, electrical installations require inspection at least every five years, or sooner if the report requires it; deal with the findings and supply records.

Check alarm requirements for each storey and relevant appliance room, and test at the start of the tenancy. The current carbon monoxide rules extend beyond solid fuel to fixed combustion appliances, excluding gas cookers. Assess EPC/MEES applicability; the current domestic baseline is generally EPC E unless a valid exemption applies.

Do not overlook everyday condition

Safety management continues between certificate dates. Use reports, inspections and a repair log to deal with hazards and deterioration.

  • Damp, mould, ventilation, leaks and heating problems.
  • Fire escape routes, fire-safe furnishings and appropriate HMO precautions.
  • Water-system risks, appliance condition and safe common areas.
  • Licence conditions, occupancy changes and unresolved remedial actions.
  • Recorded supply of required documents and information to residents.

An upload is evidence, not completion

Read the findings, arrange work and retain completion evidence. Record who reviewed a document, what it covers and the next deadline. A generated inventory or observation report cannot replace an EICR, gas certificate or other professional document.
